Robert Megna keeps raising his voice and "yelling" at the NYRA, but this organization doesn't get sent to its room, as this is just one more in a series of misdeeds on the new NYRA's watch. Does it ever go beyond getting scolded or is the NYRA still sitting on a cache of political capital, chits, markers and favors?
