The Board doesn't have a contingency plan in place, and even if they did NYRA would have an injunction stopping them in a heartbeat. Their lock cutters can't slice through a restraining order.<BR/><BR/>Plus, if I were he, I wouldn't go tossing around the State Police's name so freely. Remember what happened last time an official used them to do something.
