Developer Louis Cappelli has temporarily stopped work at the old Concord Hotel while he obtains a permit to move dirt and change the elevation of the construction site, said Tim McCausland, CEO of the Sullivan County Partnership for Economic Development.
To move the dirt, Cappelli needs a permit from the state Department of Environmental Conservation that could take weeks to secure. [Record Online]
